Many recruitment campaigns are a disaster because employers often don't actually know what skills they need to be recruiting. Resulting 'job specs' are incomplete or just plain wrong. And as these are passed down the supply chain, misinterpretations further cloud the picture. But defining accurate job requirements is difficult - text is usually too laborious for people to read and has no agreed structure so key points easily get missed or misunderstood.
With this lack of clarity, it's no surprise that people get hired for the wrong reasons:
"If you're trying to hire someone who presents well to strangers, creates documents without typos, is good at seeking out interesting new opportunities, can think on their feet in an interview and can network with total strangers in search of a goal, your current hiring system is probably perfect. Unfortunately however, these skills don't apply to most jobs. As a result, we end up hiring people who are good at self marketing but not necessarily at what we need them to do..." - Seth Godin
There's a better way - Knowledge Genes® uses the natural learning questions, WHAT, HOW and WHY to clearly map any job requirement in terms of WHAT needs to be achieved, WHY this is necessary and exactly HOW this is achieved. The result is a clear, shared mind map of exactly what skills and motivations the job really requires.

I couldn't agree more - how refreshing!
